How does compression reduce file size?

Audio is re-encoded as MP3 at the selected bitrate. Lower bitrates use fewer bits per second and discard more detail.

Why can the compressed output be larger?

The source may already use a lower bitrate. Headers can also dominate very short clips. The result reports when no size reduction was achieved.
